paludis doesn't reinstall after error in merge phase

Description

This night, paludis ran into an error during merge phase because the destination volume (/usr) became full. After adding disk space and restarting paludis, it started with the next package, because the failed package was already recorded as installed (verified with eix).

The correct behaviour would be to only record a package as installed after merging it successfully.

If a package fails mid-merge, it's up to you to sort the resulting mess out. A mid-merge failure is severe enough that it requires manual intervention.

And unfortunately there's no way we can indicate any of this in VDB without completely screwing up Portage...
