baselayout-vserver fails to merge

Description 

Install error:
  * In program paludis -i sys-apps/baselayout-vserver:
  * When performing install action from command line:
  * When executing install task:
  * When installing 'sys-apps/baselayout-vserver-1.12.6':
  * When merging 'sys-apps/baselayout-vserver-1.12.6::gentoo' at '/var/tmp/paludis/sys-apps/baselayout-vserver-1.12.6/image' to VDB repository 'installed':
  * Install error: Not proceeding with install due to merge sanity check failing

Paludis throws lots of messages like 

!!! Cannot write '/var/tmp/paludis/sys-apps/baselayout-vserver-1.12.6/image/dev/zero' to '/dev' because it is not a recognised file type

for all the devices created.
