--dl-blocks is ignored (always acts like "error") when trying to install two packages that block each other

Description

Steps to reproduce:

  1. Save attached ebuilds to local overlay.
  2. Run "paludis -pi --dl-blocks discard app-misc/blocktest1 app-misc/blocktest2" (or "--dl-blocks accumulate")

Results: Paludis behaves as though "--dl-blocks error" was specified.

This only happens when trying to install both ebuilds with a single invocation of paludis (whether or not either is already installed). Installing one after the other works as expected.
