RESTRICT="test" and the test useflag

Description

Adding RESTRICT="test" to an ebuild makes the useflag test behave like any other useflag.

In case an ebuilds usally support tests and a release shipps with broken test one can assume that quite a few developers won't remove the test useflag and the test logic but just put a RESTRICT="test" in there.

The question is what is the correct behaviour for a package manager in such a case.
